To attach a video, the file has to fit the message limit: 25 MB at Gmail, Outlook.com and Yahoo, 20 MB at iCloud Mail. Email also makes attachments about a third bigger on the way, so for a 25 MB email the video itself has to be about 18 MB.
How long a video fits
For one video alone in a 25 MB email, compressed by itfits:

Photos or other files in the same email leave less room for the video.
Compress it
- Open itfits on your phone or computer.
- Add the video. The limit starts at Email, 25 MB; pick iCloud Mail if that is what you use.
- On a phone, tap Share and choose your mail app. On a computer, save the file and attach it.
